The estimate price in each case is based on there being adequate access to the drains, usually via man hole covers, and assumes that the work is quite straight forward. The work involved can vary considerably depending on the severity of the problem. Sometimes the problem can be resolved by jetting the inside of the drain which breaks up and removes the blockage and renews the flow.
