Electrical equipment if not maintained property can in some circumstances become unsafe.  The Electricity at Work Regulations place a legal responsibility on employers, employees and self-employed persons to take reasonably practicable steps to ensure that no electrical danger results from the use of portable appliances.  This means that a system needs to be put in place to ensure that all portable appliances are safe.  Part of this process will probably involve testing the appliances for; earth bond continuity, insulation resistance and functional tests.  The level of inspection and testing required is dependent upon the risk of the appliance becoming faulty, which is in turn dependent upon the type of appliance, the nature of its use and the environment in which it is used. The objective being to avoid the risk of people getting electric shocks which could be life threatening.
